This file is generated by mktexlsr, it is not part of the package
itself.  So lowering the severity to normal.

texlive could be made to delete this file during purge.  The other
alternative, removing /usr/local/share/texmf from either the default
search paths or from the ls-R building path (or both) would
potentially confuse lots of users - not a good thing.
