Yep, this is an upgrade problem, if I reinstall the package it works:
apt-get install --reinstall texlive-base
However if I upgrade from texlive-full 2007 to texlive -full 2009 the
texdoc is lost,
I found this in my /var/log/apt:

^^^^^^^^^^^ texlive-base is configured eventually but by that time the
