AFAIR the last so-name change in kpathsea happened before teTeX 3.0.
The maintainer changed the API version from 3 to 4 b/c he wanted to
document that he changed anything without being really sure if these
changes could have modified the API. IIRC nothing broke in teTeX 3.0.
