It seems that it's not a bug in our old transitioning code, but indeed
has been added by "something". At least that's not a line that existed
in 10texlive-base-bin.cnf.

It exists in TL2005, now in oldstable, and is already gone in
stable. Since Debian generally doesn't support upgrades over two stable
releases, I suggest that we simply remove the transitioning code right
now. 

I've done that in the repository; I left the resurrection of modes.mf in
there, since we still get bugreports from time to time. Although it's
somehow bizarre: This problem affected only sid users (at least that's
the comment in the code), and *everyone* should have gotten a new
package since then with a postinst that tries to use modes.mf.
