new tl2009 packages

I have uploaded 
	texlive-base 2009-2
	texlive-extra 2009-2
	texlive-bin 2009-2
to experimental and pushing them to the usual peopl.d.o place, too.

I checked that upgrade from texlive-full/2007 now works.

Some man page vs program location has been fixed, too.

PS: I don't know how much time more I can spend on all that. Most of
the things I did today *everyone* here could have done: Installing
TL2007, trying to upgrde, fix texlive-bin (which is a normal package),
retry. My energies are running out at some point.
