BTW, from the wiki page about that:

I think I will put forth a GR on abolishing the policy, what is it used
for if whoever can do whatever disregarding policy.

There is a similar behaviour where dpkg simply not behaves according to
policy, and I have to program around it instead of being consistent with
policy. 

One shold be reminded that not following the policy is in fact a RC bug.

Argg, that is really PITA and nothing else.
