It doesn't have to do anything with Editors as I understand it. One
could argue putting it under Office; however, this section has no
subsection so far - and, on the other hand, creating nicely typeset
timetables or mail-order catalogs from a database isn't exactly office
work.
So I'd vote for a top-level section.

What about:
Software for typesetting text and graphics from structured input files
like LaTeX or docbook sources, database exports etc.
[database export is a bit cludgy, since it's not a complete export,
rather some query "piped" through a filter and formatter, but being
forgein to databases I don't know a better phrase]

Yes, that would be a good idea. There are a couple of other packages,
however, that should also be there (see the original report) and are not
in "TeX" currently. I'll file bugs about those I know of.
