How do you expect the system installation to find a local map file?
Did you put something into
/etc/texmf/updmap.d/
that mentions bera.map? And if yes, how do you expect it to be found?
Put it into /usr/local/share/texmf/ and it will work.
That is well documented in TeX-on-Debian.{html,pdf} in tex-common docs.
