Bug#538112: texinfo should not have priority standard

It makes perfect sense for the info package to have priority standard,
just like man-db. However, the texinfo package provides tools for
formatting info pages, and it makes much less sense to have these tools
installed by default, particularly since TeX itself does not have
priority standard. Please consider moving texinfo to priority optional,
and please ensure that the override file gets changed accordingly.
