Thanks for the report!
The script is provided by tex-common, texlive-base depends on it. The
code in question is only executed in case of remove or disappear.
Hence tex-comon must have been lost/uninstalled although texlive-base
was still there. Further below during the install stage I can read:
Selecting previously deselected package tex-common.
Unpacking tex-common (from .../tex-common_1.18_all.deb) ...
I guess you don't have an output of "dpkg -l" from the time before
the build, do you?
