I am not sure that we want to have 10texlive-base-bin.cnf at all. We
should move the format calls to the place/packages where all the
necessary files are.

But wait....

- First, for 2009 the way formats are treated is a bit different, they
  are no longer in texmf/fmtutil/format.XXX.cnf, but defined directly
  in the tlpdb (like with the hyphenation patterns).

- We are merging most bin-foobar and foobar packages into one foobar, so
  it might be that we will actually binaries all over the place. Here
  I think about using only the source.tar.gz for building pcakges
	texlive-bin-base
	texlive-bin-extra
	texlive-bin-foobar
  and make the normal texlive packages depend on the respective ones.
  Because if we continue like we do now *all* packages would end  up
  in texlive-bin source package.

I am trying to invest some time today to make an initial 2009 thingy.
