What the heck is this file doing there? For sure it's not been put
there by a texlive package. Your system seems to be considerably changed
from the way it is created by Debian packages.
Do you have an idea how that might have happened? Have you installed
anything manually?
What about the contents of /etc/texmf/tex/generic/config/?
