which bug is it? Searching for "local" in 
http://bugs.debian.org/cgi-bin/pkgreport.cgi?src=texlive-base only resulted 
in this one.

Right, sorry about that, I used the wrong template. :-(

http://www.debian.org/doc/debian-policy/ch-opersys.html#s9.1.2 is the right 
reference, and not removing /usr/local/share/texmf when it's empty is a 
serious bug, so I'm inclined to upgrade the severity to serious again. Do you 
agree?

Obviously, just fixing it would be much better and important :)
