Bug#487974: texinfo: Tilde in Debian revision breaks builds involving texinfo

The problem solved was with respect to recompilation, but the ~ problem
in pdftex is still present!

~ is still an active character, so that cannot work out of the box.

Sorry, that is not something TeX can actually fix, nor texi2dvi or
anyone else but rewriting the tex engine.

THe problem is that active characters behave badly if used as file
names.

That *is*impossible* to be changed.

You should somehow 
	\catcode`\~=11
BEFORE \inputing that file, and 
	\catcode`\~=\active
afterwards.

I am not sure that this can be fixed at all ...

texinfo can set the catcode for ~ to 11 before inputting a file, but
then it will be like that for all the input-ed file, which is NOT a good
idea.

I will ask upstream texinfo about ideas.
