No, it was a virtual package provided by tetex-bin. Anyway, in sarge:

-rwxr-xr-x root/root 974 2001-01-25 23:31 ./usr/bin/dvipdft
dvipdft is a shell script, which calls gs and dvipdfm. AFAICS, this
needs to be adapted for dvipdfmx (-d has different meanings, -e is
dvipdfm-only) - should be doable...
Because dvipdfmx has almost no documentation and refers to dvipdfm,
almost all non-binary parts need to be moved to dvipdfmx - particularly,
the driver files (*.def).
Some kind of transition seems to be under way in texlive 2008. ebb has
apparently been moved to dvipdfmx, however, I am not to familiar with
texlive.tlpdb yet...
