Yes. You can configure that in /etc/apt/, and you can in aptitude even
if the packages have been auto-selected still disable (press the _ key)
before starting installation (pressing the y).
And on the cmd line with --without-recommends.
So yes, it works on first-time installations, too.

It is not necessarily a case of "prefer" but of "license" ...
