Is this working even for the first installation?

Please consider (and respect) that not everyone has broadband
connection (sad but true) and that documentation is not strictly
needed to use the tex code (even if I recognize that upstream and you
packagers prefers this way), and for them any Mb not downloaded for
something not needed is a Mb saved to something else (maybe more
useful).
