For texlive-bin (which is most interesting I guess) it doesn't work
here:

$ perl tpm2deb-source.pl --master ../texlive-2008.0/Master/ --nosrcpkg --noremove make-orig-tar texlive-bin

And indeed there is not latexmk in texlive-2008.0. 

By the way, there's no tpm.data file in the repository, and it doesn't
seem to change anything whether I create one...

Use the source, Luke - but I wouldn't mind your educating me...
