Yes.
It may not look like a big issue (and in fact it isn't), but it caused
me quite a pain while I was trying to understand why my bibliographies
looked different from the ones of a friend, and I think this
inconsistent behaviour is a bug.
Moreover, it's not straightforward for an end-user to fix it, i.e.
AFAIK there isn't a biblatex option to revert back to the normal style
(besides doing without the localization at all).
So the fix would be to remove that command together with the ones used
to fit it in the localization framework (see below).
