For me it dous work, but only after running tex and dvips. This
package is not compatible with pdftex, since it uses PostScript tricks
to achieve the mirroring (or other) effect. That's what the message
Non-PDF special ignored!
means, which you get when processing the sample with pdftex.
Similarly, xdvi does not support these PostScript specials, so that
the result from tex alone looks still unmirrored.
The LaTeX graphics package allows for ways of mirroring things which
are compatible with pdftex. And AFAIK with the help of minltx(?) it
can be used even in conjunction with plain TeX.
