Ther reason is easy: The packages have to be rebuilt with triggers
support, and that we wont do for lenny. So *after* lenny release I will
upload tex-common 1.13+ to unstable, rebuild the texlive packages, and
then there should be only one call...

It is just that all packages using dh_installtex have to be build with
triggers support.
You can help by actually testing this. Get the sources of texlive
packages, rebuild them all on a system where tex-common 1.13 is
installed, and then install them there. Reports would be great.
