No, the formats are built in texlive-base, not in texlive-base-bin. See
	/etc/texmf/fmt.d/10texlive-base.cnf

Not a good patch.

luatex has to be fixed to depend on texlive-base. But I am travelling
and cannot do that now, so please wait until:
- lenny is released
- I upload a new version of luatex that also fixes that
