Both files are in texlive-base. luatex depends on texlive-base-bin,
which pulls in tex-common. In the snipped install log from Lucas one
can see, that texlive-base was not installed.
Norbert: did you forgot a dependency? Should luatex or
texlive-base-bin depend on texlive-base?
