Bug#285319: License to package KHM in Debian

Hello, everyone,

I feel bad about that. As I am occupied with my present work
until the end of January 2009, I will try to upload KHM-package
to CTAN by April 2009. (There is room for improvement in the KHM,
too, since it generates a wrong coded PDF-bookmarks when it is used
with [varumlaut](variant Umlauts) option.)
