I guess this binary package should have been disabled for the
backport. However, the binary packages of TeXLive are automatically
created from upstream information. There's no way to automatically
change that for a backport. The only solution I see is to blacklist
texlive-xetex manually before backporting.

Norbert who has made the backports (and most of the TeXLive packaging
scripts) is on vacation at the moment, so you'll not get a more
informative answer soon, I fear.
