THanks for reporting. The reason for that is that luatex diverts texdoc
to its own version, a texlua version of texdoc. That one does not
support these external variables, but is in other ways much better. 

I will include the again updated version of texdoc(texlua version) which
will ship in TeX Live 2008 as texdoc (replacing the old shell script).

So, again, in 2008 this will be changed anyway to the version of texdoc
as shipped in luatex, but much updated. The version in the TeX Luve
upstream repository supports the env variables you mentioned.
