~/.dvipsrc is a config file for dvips (like
/etc/texmf/dvips/config/config.ps). If it is found dvips tries to
evaluate it. In this case the file seems to be there (for any reason),
but is not readable. This should be harmless.

In one of your build logs I found the error:

sh: epstopdf: command not found
Error: Problems running epstopdf. Check your TeX installation!

This should be fixed. Else some expected picture in the docs could be
missing. The script in question is in texlive-extra-utils.
