Bug#486162: texlive-base-bin: tcfmgr.map and fmtutil.cnf missing

How did you come to this conclusion? I am asking because I was able to
reproduce your output for
          kpsewhich -debug 127 texmf.cnf 2>&1 | tee debug.lg
after 'wracking' my ls-R file for /usr/share/texmf by removing the
entry for 'texmf.cnf' from it. 

An additional hint that your ls-R file is still broken is this:
          
kdebug:/usr/share/texmf/ls-R: 390 entries in 1 directories (0 hidden).

I am not expecting 9213 entries in 497 directories as I have on my
machine, but even a *minimal* TeX installation should contain more
than 1 directory below /usr/share/texmf/ (though less than 390
files). 

So again, what's the content of /usr/share/texmf/ls-R? What's the
output of
       ls -l /var/lib/texmf
?
