Bug#458059: Building postgresql docs: Is there a hidden bug?

last December Peter reported #458059 against texlive-base-bin, saying

Meanwhile, Stijn has provided a minimal document which showed this, but
later it turned out that it was due to an error in the minimal document.
So the question that remains is: Is there an actual problem building the
postgresql documentation? If yes, can you point us to the document in
question, so that we can check whether there is also a bug in the
document, or whether there is indeed a need to increase the max grouping
levels?
