The OOo file is "tagged PDF" (whatever that means), which was not
supported by DVIPDFMx or (hence) xdvipdfmx until very recently. You'd
get a warning about this if running xdvipdfmx without the -q option
that xetex uses by default.

But it *did* include it in TL2007 without the xdvipdfmx patch you put
into tl2007.2.

Is there a way that it still works the way images were included in
TL2007.0?

Well, all right.... here is a small patch that tries to handle this in the same way as the latest trunk code, simply printing a warning (unless silenced) and ignoring the tags. I think this will let the test case work OK (does for me, anyhow).

Updating to xdvipdfmx 0.7 (from TL trunk) would still be an option, but that's a far more extensive set of changes; this is a minimal tweak for this one issue only.
