Well, all right.... here is a small patch that tries to handle this in the same way as the latest trunk code, simply printing a warning (unless silenced) and ignoring the tags. I think this will let the test case work OK (does for me, anyhow).
Updating to xdvipdfmx 0.7 (from TL trunk) would still be an option, but that's a far more extensive set of changes; this is a minimal tweak for this one issue only.
