Intereseting, I am not sure whether this is babel's or hyperref's
fault. For the moment I can offer a workaround, though: Explicitly
loading color.sty works for me. It does not even matter when it is
loaded ...

One could also load babel after hyperref, but AFAIK one should always
load hyperref as the last package.
