this used to work:

$ latex '\documentclass{article}\usepackage{graphics}\begin{document}\end{document}'

but now I get:

Yes, apt-get --reinstall install’ing a bunch of packages made my setup
work again. It did not resurrect the /etc/texmf/web2c/mktex.cnf, but
this got fixed by a manual dpkg --force-confmiss tex-common.
