Or maybe a problem in perl/glibc which has been fixed right now...
Ho do we proceeed? Close the old one and open a new one as soon as
the problem re-appears?

Well, yes. In earlier times anybody wondered why tetex-bin needs that
huge perl-tk package for a user interface he never uses. We decided
to put the perl-tk package into Recommends and to create a small
binary telling the user he should install perl-tk if he wants to use
the program. Read the changelog of tetex-bin before 3.0.
