Wrong, you still can use plain xetex and build your own format. So it is
definitely working.

That looks very suspicious. After the installation of texlive-xetex the
latex format should have been created ..
I guess you don't have texlive-latex-base installed.
There seems to be a depends/recommends missing in texlive-xetex. Please
install texlive-latex-base and call dpkg-reconfigure texlive-xetex, that
should do it.
