Bug#459571: please include the TeXcount.pl script to do TeX word count

The TeXcount script is now included at CTAN:
  http://www.ctan.org/tex-archive/support/texcount/

As a consequence of the requests, I have started going over the script to 
implement a few new features:

1. Ability to implement more general macro handling rules (which parameters 
to count or not).

2. Ability to automatically perform counts on included tex files.

3. Ability to specify rules for new macros (as comments in the tex file or 
in a separate file).

I'll have to make some further adjustments to this and then some proper 
testing to ensure this new version, which will be version 2.0, works as 
intended before I'll release it. I'll also try to find the time to write a 
more appropriate documentation so that these features become more available 
to users.

If you want to include it in the Debian TeX package, you may want to include 
this new version rather than the present one.
