I will upload TeXcount.pl to CTAN as soon as I have checked that the latest changes I've made do not have any serious side-effects: I made some updates to the latest version based on feedback, and the new version has not been tested yet. I've also had one more change I wanted to make before uploading it, but should perhaps just as well upload it rather than wait as I don't quite know when I'll get the time to make them.
I suppose uploading the Perl file alone is sufficient since it's only one file: I'll add licence information and reference to my web page and web service (for web service, news, reference, etc.) to the Perl file before uploading it to CTAN. The LaTeX Project Public Licence seems suitable for my purpose.
