Uh, the tex-common dependency probably comes from dh_installtex through
${misc:Depends}, not from dh_shlibdeps.

I don't understand well this part of your mail, but this sounds wrong,
as tetex-extra is now a dummy package. You should pick what you need
from the texlive-* packages.
