In tex(1) the description of -output-directory starts:
"directory instead of the current directory"
so it looks like there's something missing at the start. It would also
be nice if the description of the option mentioned TEXMFOUTPUT.

Actually the description reads:
-output-directory directory
Write output files in directory instead of the
current directory. Look up input files in directory
first, then along the normal search path. See also
description of the TEXMFOUTPUT environment variable.
