The file is not provided any more by a Debian package. The bug itself
however is still present. I re-assing the bug to texlive-base, whos
source package contains the file (can source packages have bugs?).

Mark promised to do an upload to CTAN, which was never done and the
web site where he published the fix (http://www.excessus.demon.co.uk/tex/)
does not exist any more. I'll poll him again.
