Do you mean
checksum:
CTAN/fonts/psfonts/tools/checksums/cs.*
filehdr:
CTAN/tools/filehdr/*
I guess because nobody uses it, or nobody cared to put it into the TeX
Live repository.
If you want to give it a take, please do so!
I guess the checksum should be easy if you know a bit about autoconf and
you can easily include it into Build/source/...
If you do this send me a patch and I will check it in!
Concerning filehdr: It is hard to say, because we (upstream) do not ship
support files like stuff for emacs, too much work. I guess that should
be packaged separately in Debian.
It should be quite trivial probably...
