Actual situation: there is a new info package shipping the new
texinfo.tex. Unfortunately the glibc-doc-reference ships an own
texinfo.tex, which is still the old one and causes the build to fail.
Replacing that one by the texinfo.tex from the new info package
solves the problem.
I'm cloning the old bug now and re-assign the new to
glibc-doc-reference.
