Seems ok.

I downloaded this file and checked its contents... there IS kpswhich.
Can you do the following
mkdir foobar
dpkg-deb -x /var/cache/apt/archives/texlive-base-bin_2007.dfsg.1-2_i386.deb foobar
ls foobar/usr/bin
If you see there kpsewhich and other programs than something is really
strange with your system.
