Bug#448700: pdflatex format is not enabled

Running luatex on LaTeX files out of the box using the debian package is
not possible, since the matching format dumps are not available.

The symptoms of this is that running "luatex foo.tex" (where foo.tex is
a LaTeX file) will give you an "unexpected command sequence error", same
error you will get running plainTeX on foo.tex. Trying running "luatex
-fmt latex" fails due to the missing format file. On a per user basis
this can be fixed running "luatex -ini latex.ini" and "luatex -ini
pdflatex.ini" and then copying the just generated *.fmt files under
~/.texmf-var/web2c/luatex/. I presume an equivalent system wide solution
is available as well.
