This is strange, and might point to a bug in our packaging (or in
dpkg).  In etch this file existed, but since you have updated to lenny's
or sid's version:

it should be gone.  Hm, what does dpkg do if the removed file was
locally modified?  Maybe that's the reason.

The problem behind this is that tetex had an aliases file, stating that
ushyph1.tex is provided by hyphen.tex, but that information is missing
now.

Not in tetex-base, which is an empty dummy package right now, but indeed
there's a bug in the upgrade procedure.  I'll test this tomorrow with a
changed 00tetex.cnf.
