This (the fact that it doesn't report broken packages) seems to be a bug
in synaptic: The fact that the postinst of texlive-lang-german is run
every time (unsuccessfully) seems to indicate that it is not correctly
configured.

We need this file to further proceed. Maybe you could have a look at
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=425803 - this could be
a duplicate.
