Bug#429716: Package tetex-bin postinst fails in lenny with no prevoius tetex packages installed

It's time to let texlive 2007 migrate to testing... 

That's the only sensible way to solve this bug.

I'm not completely sure - the filename might be a misnomer, or the check
whether we are upgrading might be done in the script.  But this was all
for etch.
