Another alternative would be to teach update-* about these problems and
do *not* include a snippet which depends on a not available format. But
programming any of these solution seems to be quite hard.

Or, we just do NOT search for an universal solution and hard code the
xmltex and jadetex problems into either fmtutil of update-fontlang.
