Bug#409798: texlive-base-bin: texconfig doesn't handle texmf.d

I guess we have to patch - or better debianize - fmtutil, too. There is
the option fmtutil --edit which is used by texconfig. So I guess we
should overload some functions as with updmap.
Only problem, we need one taking care of this ;-)
