Until we'll have free time and energy to think about such a setup and
implement it, it *will* take some time ;-)

Currently, Norbert and I do most of the work for TeX packages, but we
both are busy with non-Debian things, and we both are unsure about our
future commitment (We're both unemployed currently, and I expect to have
less Debian time if I find a job again, or at least change the style of
my working very much).  On the other hand, the transition from teTeX to
TeXlive causes a lot of trouble (in particular FTBFS bugs) which need
care by us.

Therefore I do not even see us seriously considering this any time
soon.  If and when our private situation clears up and the
teTeX->TeXLive transition is going smooth, then we might reconsider
this.

Or if some people step up and become engaged more intensely, of course.
We're not clinging to our responsibility, and are willing to hand over
to anyone who helps, as much as they want - but responsibility includes
a mid-term commitment and at long-term thinking.

Let me dream:

- you or a group of people become more active and show that they have
  enough time and experience to keep the routine maintainer tasks going
  (this would show that the whole team has resources left for doing
  large steps)

- they show they know how to implement such a scheme

- they also provide transition plans from current to a "debconf abuse"
  scheme and from that to a dpkg trigger scheme

then we can discuss whether this is a good thing to actually do it, and
go ahead if yes.

Currently, however, I've four e-mails marked as unread because the
answer would require too much time, four because I know what to do but
not when, plus all the bugs at
