This seems to be fixed in upstream. In the changelog I found:

and sectioning is an alias element. And indeed with current version from
CTAN your example works without any problem.
TeX Maintainers: Do we include updated packages? This could open a hell
of update requests ... so maybe we suggest only to install a local
version of the updated package (into TEXMFLOCAL) and later remove it
with new texlive release? Comments?
